Is there a way to determine in Policy Studio if a request was sent for a SOAP 1.1 endpoint or a SOAP 1.2 endpoint?

In OAG, when throwing a custom fault, it is necessary in certain cases to built a request manually using the "Set Message" filter.  In order to do this and to insert the right SOAP namespace, it is necessary to know which SOAP version was used originally in invoking the service.

How is this information determined?
