Problem Creating SQL*Developer Migration Repository - SQL Error on Script Execution (Doc ID 1680644.1)

Goal

Trying to create a SQL*Developer Migration Repository using an Oracle account (Oracle Database 11gR2 and 12c ) fails with the following message:

"SQL Error on Script Execution.
Try deleting repository before Creating Repository"


Following the tutorial from the Oracle documentation:

- the system privileges have been granted:
RESOURCE, CREATE SESSION, CREATE VIEW

Before running "Associate Migration Repository" it was checked that there were no tables or packages created.
Trying to truncate and delete repository also gives error. When trying to delete it gives an error, because the repository is not created.
