If the Query "{FieldName} is not <empty>" Query Condition is set in Archiver, it does not work as expected when using Oracle RDBMS as the Repository DB (Doc ID 1680891.1)

Symptoms

If set "{Text type field} is not <empty>" Export Query condition in Archiver it does not work well when using Oracle RDBMS as repository DB. 
The export query never gets any content even if content meeting the conditions exists in the content server. 

Note: This issue does not occur when using Is condition (setting "{Field} is <empty>").

Testcase

0.
launch Content Server which uses Oracle Database for repository.

1.
create a custom "Text" type metadata field, named "CustomTextField01"
(column name = xCustomTextField01)

2.
check-in 3 contents with following value in CustomTextField01
- ContentNULL ... CustomTextField01 = <null> (leave the field empty)
- ContentDONE ... CustomTextField01 = "done"
- ContentYET ... CustomTextField01 = "yet"

3.
launch Archiver

4.
choose [Edit]->[Add] and add an archive

5.
In the archive added in step 4, open "Export Data" tab

6.
click [Edit] to launch "Edit Export Query" window

7.
In Query Definition form in "Edit Export Query" window, click
[Add] with following values:
- Field: CustomTextField01
- Operator: Is Not
- Value: <null> (leave the field empty)
Now you see following queries in each section, click [OK]
- "CustomTextField01 is not <empty>" in "Query Expression" section
- "(xCustomTextField01 <> '' AND xCustomTextField01 IS NOT NULL)"
in "Custom Query Expression" section

8.
click [Preview]
--> No content items hit. We expect "ContentDONE" and
"ContentYET" are listed here since these items have non-null
value in CustomTextField01

9.
Export the archive
--> No content items exported. We expect "ContentDONE" and
"ContentYET" are exported.
