Support Tools Not Working After Upgrade To 7.6.2 (Doc ID 1681106.1)

Symptoms

After upgrading from 7.5.4 to 7.6.2, some of the cache utilities in Support Tools 3.8.3 are not working. For example, when attempting to use the "Flush Pages by Name-Value Pair" utility, this error is thrown in the logs:
