Spaces Browser Does Not Show Correct Results if Sorting By "Last Accessed" (Doc ID 1681314.1)

Symptoms

The Space Browser in WebCenter Portal Spaces shows the list of spaces.
However if choosing "Last Accessed"  as the sort key, wrong results  are returned as following:

1. In English environment(*), shows closed spaces even though using filters excluding closed spaces (All Spaces, Joined By Me, Moderated By Me).
2. In non-English environment(*), no spaces are listed.

(*) Note: "English env" and "non-English Env" means which locale the Spaces server (WC_Spaces) launched in. e.g. The (B) issue occurs when WC_Spaces is running in Japanese env, even if the user shows WebUI in English.
