Unable To Create New WebCenter Portal resources in JDeveloper (Doc ID 1681380.1)

Symptoms

Install the WebCenter extensions 11.1.1.8.2 development to JDeveloper 11.1.1.7.

Download the DesignWebCenterSpaces_11.1.1.8 JDeveloper WorkSpace from the official documentation and install it following the documentation below:

Open DesignWebCenterSpaces Application and create a new Content Presenter Template.  The error below is displayed when trying to Create the Portal Resource:


If an attempt is made to update a current portal resource (sample ones), it will also fail with a similar error.
