Symptoms

OIM does not generate the password when the SSO mode flag is set to true. As a result, users are created in OIM without a password.
This not only breaks OIM's password management functionality but also breaks provisioning, especially when the customer has configured password propagation.
As a result, users are created in OIM without a password.
