After Clicking the Check-in Button when Checking-In Content, a 404 Not Found Error is Received for some Users when using IIS7 as a Webserver

On : version, Content Server

When attempting to check out and then check back in a file check in fails and
the following error occurs. The error sometimes occurs for new checkins as well for certain users.

404 File not found

The issue can be reproduced at will with the following steps:
1. Have affected users check in a file
2. Check out the file
3. Check the file back in

The issue has the following business impact:
Due to this issue, users cannot Check in their files
