Error 22 when Starting Oracle HTTP Server after Installing OID (Doc ID 184366.1)

Symptoms

After having installed Oracle Internet Directory (OID), the following
warning when trying to start Oracle HTTP Server:

  Warning 
  httpd.pid overwritten 
  Unclean shutdown of previous apache run. 
  
  Error 22 Invalid argument config file wdbsvr.app 
 
No entry is placed in the error_log file.
