unable to search with long string value in Memo type field extended optimized text type field

Symptoms
In WCC env using OracleTextSearch(OTS), you may face following problems if you change type of an "Optimized" Text or Long Text type field to Memo type.
(This issue does not occur in newly created Memo field.)
- Only first 249 bytes in the field value is searchable. remains are truncated in search index even if you set 250+ bytes string value to the field.
- In search query form, if you set 250+ bytes string into the field as search condition with "Matches" operator, the search failes by "Error occurred while processing. Unable to return results" error (!csSearchUnableToReturnResults).
Changes
The issue occurs after you change type of a field which meets all of following 2 conditions to "Memo", then collection rebuild(*).
- The field is string type (Text or Long Text)
- The field is already set as Optimized Field
(*)Note: If you have not rebuilded search index or did it by "fast rebuild", you face <Note:1560366.1> issue. In other words, this issue remains even after fixing <Note:1560366.1> by doing collection rebuild.)
