This is a CDI issue. When beans.xml is included, CDI scans all files and needs jars that are not used.
Attempting to deploy a complex EJB application fails with the following error:
The application uses the third party library Apache Activiti (B) which has a dependency to Drools (C). So C is a transitive dependency to A. In my application I am not using features from (C) neither direct nor indirect.
If the application is built with all dependencies stored in the root of the EAR and with classpath references in the manifest files (attached as file WithoutAppInfLib.ear), the deployment fails with the error message.
If the application is built with all dependencies stored in the WLS proprietary APP-INF/lib directory of the EAR (attached as file WithAppInfLib.ear), the deployment is successful!
