Symptoms
Setup.bat or installer.exe do not start the Installer to install the OWB 11.2.0.4 standalone software for Window 32 bit (<Patch 17743119>).
Execution of Install\oui.exe fails with error:
'Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.'
