Login to Content UI (ADF UI) Fails with "System failure occurred. Contact your site administrator." when Full Verbose Tracing is Enabled for "localization" or "*"

When attempting to log on to the Content UI (also known as ADF UI), the following error message is shown:

  Error:   System failure occurred. Contact your site administrator." 

  The Content UI managed server log file (WCCADF_serverX.log) shows the following error message / stack trace:


This problem is introduced by enabling full verbose tracing for WebCenter Content (WCC) for the "localization" event (or when tracing for all messages by putting a "*" in the trace events field).
