RCU is Failing to Connect to Database with Error "Invalid Service Name" (Doc ID 1901978.1)

 During the running of RCU to create Schemas, the following error occurs after providing the database connection details.

Able to connect via sqlplus and tnsping from the server that RCU is run from.
