Starting ORDS (Oracle RESTful Data Services - formerly APEX Listener) Using OCI8 Driver, Fails With Fatal Error (Doc ID 1902793.1)

Symptoms

ORDS has been configured to use the OCI8 driver rather than the default JDBC one. Upon trying to start ORDS (standalone), it fails with the following fatal error.
