Modifying 'Restrict Edits' Property of Retention Categories does not Propagate to Existing Categories and Records

Record definition change w.r.t properties for items checked in to Category is not being propagated correctly .
After some categories are created and then record definition is changed , these properties does not propagate to existing categories and records.
Initially Record Definition is set to as " Restrict Edit" and based on this Categories are created . This will show up as "Is Editable = No " for all the categories from their respective information page . Now , per customer requirement , changed the Record Definition and set it as "Never Restrict Edit" .
Once this is done there seems to be incorrect behavior for categories that were created earlier
