Patch Installation with OPatch Fails with File 'does not exist or is not readable' (Doc ID 1903721.1)

Symptoms

Opatch installation attempt of a patch errors out indicating that a certain file 'does not exists or is not readable'. 

For example:

Prerequisite check "CheckApplicable" failed.

    The details are:
                           
    Patch 18072286:
    Copy Action: Source File "/tmp/18072286/files/rcu/integration/soainfra/oracle/soa_archiving/bin/createReplicat.sh" does not exists or is not readable
    'oracle.integration.soainfra, 11.1.1.7.0': Cannot copy file from 'createReplicat.sh' to '<ORACLE_HOME>/rcu/integration/soainfra/oracle/soa_archiving/bin/createReplicat.sh'
    Copy Action: Source File "/tmp/18072286/files/rcu/integration/soainfra/oracle/soa_archiving/bin/createPump.sh" does not exists or is not readable
    'oracle.integration.soainfra, 11.1.1.7.0': Cannot copy file from 'createPump.sh' to '<ORACLE_HOME>/rcu/integration/soainfra/oracle/soa_archiving/bin/createPump.sh'
