OES11g getting JPS-04028 error while starting Weblogic Security Module (Doc ID 1904148.1)

Symptoms

After create Weblogic Security Module,  using a JRF Enabled Weblogic Domain, While starting seeing the following error messages:


Jul 1, 2014 12:25:06 PM com.bea.security.providers.authorization.asi.AuthorizationProviderImpl isAccessAllowed
SEVERE: Error happens: ArmeRUNTIME Exception: JPS-04028: Application with name "cn=SystemPolicy,cn=oes_domain,cn=JPSContext,cn=oes_domain" does not exist.

SEVERE: The exception has been thrown by ARME. The authorization result is set to deny.
