"Publish status not found" on Static and Mirror Publish Session Histories on Cluster (Doc ID 1905526.1)

Symptoms

When viewing the details of a completed publish session from the publish history, the session shows an error:
"Publish status not found. Batch publish process did not start or terminated unexpectedly."
