Connection Timeout when Using WebCenter Content Document Transfer Utility (Doc ID 1906139.1)

Symptoms

When using the WebCenter Content Document Transfer Utility: oracle.ucm.fa_client_11.1.1.jar or oracle.ucm.fa_genericclient_11.1.1.jar

The following error appears: Connection timed out: connect

For example: java -jar oracle.ucm.fa_client_11.1.1.jar UploadTool --url=https://xxxxxxxx.fs.em2.oraclecloud.com/cs/idcplg --username=XXXXX --password=XXXXX --primaryFile=C:\test.pdf -dDocAccount=hcm$/dataloader$/import$

Error -java.net.ConnectException: Connection timed out: connect

IdcClientException Caught ...
oracle.stellent.ridc.protocol.ProtocolException: java.net.ConnectException:Connection timed out: connect
