Poor performance of Uncached Pages after upgrading to WebLogic 10.3.6 (Doc ID 1907091.1)

Symptoms

After upgrading from

Sites 7.5 with WebLogic Server 10.3.2.0
Sites 11.1.1.8.0 with WebLogic Server 10.3.6.0 (no patches)

we are seeing significantly poorer performance. For example, an uncached page that takes 4 seconds to execute in 7.5, takes 29 seconds to execute in the upgraded 11.1.1.8.0. No code or configuration has changed, just the upgrade of Sites & Application server
