Unable to Retrieve Composite Details in the Enterprise Manager.

A user with the monitor role cannot access composite details in the Enterprise Manager. Selecting a composite fails with the error:
The composite is not available.
This could happen because either the composite has been undeployed or soa-infra has not yet loaded this composite.
The admin server log contains the error:
