Symptoms

During the configuration of Oracle Virtual Directory from the Identity Management Suite, the configuration assistant fails creating and starting the Weblogic Server Domain.
Reviewing the <central inventory>/logs/install<timestamp>.out file it appears to hang while starting the domain:
