Launch JDeveloper in Java EE Developer role with a clean system folder and do the following steps

create a new Java EE project
create a new entities from table (in Model project). Select DEPT, EMP with foreign keys
and click Finish
create a new Session bean. Accept all defaults and Finish.
Right click on the session bean (SessionEJBBean.java) in Application Navigator and select 'Create Web Service..'
