Symptoms

In SQL Developer, selecting View -> [view selection] does not invoke the selected view.  For example, View -> DBA does not display the DBA pane.  But the issue may occur for other Views as well.

Changes

The issue most often occurs after upgrade from a prior release, and choosing to "migrate" prior product version's settings.  However, it has been reported to occur with new installations.
