WebCenter Portal Framework Page Not Refreshing When Navigating Between Portlets

Symptoms
Adding two WSRP portlets to a page in a WebCenter Portal Framework application is not allowing for proper navigation between the portlets.
After selecting a value from the first portlet, navigation to the second portlet is allowed but performing an action in the second portlet is not occurring. For example, if a button is clicked in the first portlet that changes the portlet and then the user navigates to the second portlet and clicks on another button, the action that is supposed to occur in the second portlet does not happen.
If the same portlets are added to a page in WebCenter Portal (Spaces), then the functionality works as expected.
Navigation between the portlets only fails when adding the portlets to a page in a custom WebCenter Framework Aplication.
