Can OAM 11.1.2.2.0 OOB Password Policy Support Multiple "Password Service URL" (Doc ID 1910672.1)

Goal

We need to use the Out-of-Band (OOB) Oracle Access Manager (OAM) password policy functionality for both Embedded Credential Collector (ECC) and Detached Credential Collector (DCC).

However, we can only get this working for one or the other by setting the password policy "Password Service URL" respectively.
