Symptoms
Installation of Oracle Forms and Reports 11g R2 (11.1.2.2.0) fails on Microsoft Windows x64 (64-bit)
The installation fails on the step titled "opmnctl startproc ias-component=RptSvr_xxxx"
The ReportServerComponent logfile (rwserver_diagnostic.log) contains the following error message:
