New Install of OHS 12c Standalone Fails to Start With No Useful Error Message (Doc ID 1911405.1)

Symptoms

After installation of Oracle HTTP Server 12c as a standalone , the http server fails to start with the following message:

 

This message does not reveal what is causing the problem as it is generic.

The following log was also not created, even after setting OraLogSeverity TRACE:32
 DOMAIN_HOME/servers/ohs1/logs/ohs1.log

The following should also be looked at:
<Note: 1676521.1> OHS 12c Fails to Start With the Error "handleStart: detail exception: java.io.IOException: Failed to start the server ohs1"
<Note: 1943820.1> OHS 12c Fails to Start on Windows Server Immediately After Installation - With No Apparent Errors
