Pages and Assets Administration Pages Missing In Portal After Upgrade (Doc ID 1911633.1)

Symptoms

After upgrading from 11.1.1.5 to 11.1.1.8 some of the really older Spaces are missing the Pages option from the action menu and also missing Pages and Assets from the navigation in the Administration page when viewing the manage all settings pages.
New Spaces and some of the ones created not long ago (still before upgrade) are working ok. Its seems to only affect ones that are really old possibly from an earlier version.
