Why is the WebLogic Plug-in sending requests to a Managed Server that is not available? (Doc ID 1911661.1)

Goal

When the WebLogic Plug-in is configured with a static General Server List, why does the WebLogic Server Plug-In continue to send requests to an instance of WebLogic Server on a machine that is powered off?
