When under high load from a Tuxedo workstation client tpinit() calls (also known as a /WS client) , sometimes a tpinit() fails with LIBWSC_CAT:1037 and many SYN_SENT status in netstat output.
The reason is connect requests(SYN) is over the number of listen backlog and then connect（） fails.
