GoldenGate Monitor Agent Is Not Communicating Monitor Server (Doc ID 1912780.1)

Symptoms

We installed monitor server 12.1.3 and started up running.
We installed monitor agent 12.1.3 on AIX GoldenGate instance.
Create monitor agent instance and edited config.properties.
Updated GLOBALS with "enablemonitoring"
Started JAGENT from ggsci and in running status.
However, no instance shows up in the monitor server Web Page.
