Send Mail Functionality Works Intermittently With Chrome

Symptoms
WebCenter Portal (WCP) 11.1.1.8.4.
When using the send mail option with Chrome within the WebCenter Portal (Spaces) application, it works one out of two times.
The issue can be reproduced for instance in the todo list taskflow where if you click the first time the send mail button it doesn't work whereas the second one works correctly.
On FireFox and Internet Explorer it works correctly.
Step to reproduce the problem:
1) Open the todo list taskflow
2) Add a row to the todo list
3) Select the todo list
4) Push the send mail button and observe that nothing happens
5) Push the send mail button once again and the popup appears and everything works as expected
