SOA 11g Notifications are not retried after SMTP server failure

Symptoms

After a SMTP server outage, email notifications are not sent.  

Instead they are visible in the EM notification management page with the status RETRY.

According to documentation, if there is any notification failure, the notification retries three times. If the retries all fail, it marks this notification as being in error.

The same behavior is seen when using the 'Test Notification' with an invalid address.
