Pre-authentication Advanced Rules Are Not Handling the "referer" Attribute as Expected

Problem
------------
A pre-authentication advanced rule is configured as part of the OAM authentication policy, as described in Fusion Middleware Administrator's Guide for Oracle Access Management 11.1.2.2.
The "referer" request context data attribute is not working as expected in the following cases:
- request.referer == 'https://HOST.DOMAIN/inloggen'
- request.referer.find('inloggen') > 0
- request.referer.lower().find('inloggen') > 0
This behavior was verified in Chrome and Mozilla browsers.
