Error running query: No more data to read from socket When Using Fast Connection Failover (Doc ID 1913705.1)

Symptoms

After following the steps in <document: 566573.1> Fast Connection Failover (FCF) Test Client Using 11g JDBC Driver and 11g RAC Cluster, connections were successfully distributed among the instances in the RAC. However, upon shutting down one of the RAC instance, the connections do not go to the active node and instead fail with error:

-- Connection number #1
Error running query: No more data to read from socket
-- Connection number #2
Error running query: No more data to read from socket
-- Connection number #3
Error running query: No more data to read from socket
-- Connection number #4
Error running query: No more data to read from socket
-- Connection number #5
