Cannot open Web Location of Content Which was Imported from IndexVaultFile=true Environment

Symptoms
After importing content which was exported from an environment using IndexVaultFile (IndexVaultFile=true), you may not be able to open the content items via their web location link (even though you can open it via Native File link).
Also when the issue occurs, following the error (!csUnableToDownload / !csItemNoLongerInSystem2) is reported in Content Server logs.
Changes
The issue occurs in content which is imported via Archiver from an environment that sets IndexVaultFile=true.
