Photo Preview Is Different In IE And Firefox

Symptoms
In a WebCenter Portal installation, when using Internet Explorer, a photograph uploaded to the Activity stream is not compressed so that the whole photo is visible in the Activity Stream.
The browsers should be consistent with each other:
Firefox 12 -- Photo compressed, and option to zoom in available
Firefox 18 (MAC) -- Photo compressed, and option to zoom in available
IE8 -- Photo displayed full size in activity stream - too big
IE9 -- Photo displayed full size in activity stream - too big
Chrome -- Photo cropped to the right
Safari -- Photo cropped to the right
