ODSEE - Attempting to Register a Higher Version Directory Server Instance on a Lower DSCC Version Fails with Error Code 167

Symptoms
When trying to register a Directory Server (DS) instance, for example 11g on a lower revision DSCC for example; 7.0, it fails with error code 167 (which relates to versioning). For example, using DSCC itself, after clicking on the 'Finish' button of the register instance process the window shows the below message and error:

Registering Existing Directory Server
Starting server dsserver:<SVR_ID>. Server Logs:
The version of the Directory Server instance '/<DS_INSTANCE>' is more recent than dsadm
Error Error executing the operation. The error code is 167.
----
When attempting to use the command line, this time registering a 11.1.1.5.0 instance, a similar error is produced with the same result. ie;

# /$DSEE_HOME/dsee7/bin/dsccreg add-server -h <HOSTNAME> -p <DSCC_PORT> -H <HOSTNAME-2> /<DS_INSTANCE-1_11.1.1.5.0>
Enter DSCC administrator's password:
/$DSEE_HOME/dsee7/bin/dsadm exited with error 167
/<DS_INSTANCE-1_11.1.1.5.0> has not been registered in DSCC on <HOSTNAME>.
