Oracle Directory Server Enterprise Edition - Version 6.0 to [Release 6.0 to 11gR1]

When trying to register a Directory Server (DS) instance, let's say, on a lower revision DSCC, let's say 7.0, it fails with error code 167 (which relates to versioning). For example, using DSCC itself, we see this after clicking on the 'Finish' button of the register instance process.

Registering Existing Directory Server

Starting server dsserver:3000. Server Logs:
The version of the Directory Server instance '/export/servers/11117-inst1' is more recent than dsadm
Error Error executing the operation. The error code is 167.

If we try using command line, this time registering a instance, we see a similar error but the same result.

bash-3.2# /export/home/DSEE7.0/DSEE_ZIP_Distribution/dsee7/bin/dsccreg add-server -h localhost -p 3998 -H localhost /export/servers/master1_11.
Enter DSCC administrator's password:
/export/home/DSEE7.0/DSEE_ZIP_Distribution/dsee7/bin/dsadm exited with error 167
/export/servers/master1_11. has not been registered in DSCC on localhost.
