Icon For Adding Tabs Is Missing In Child Panels

Symptoms
On new WebCenter Portal empty page, there are three customizable components which all support adding tabs.
When a new panel is added by clicking the "add field below" icon the newly created panel does not allow for adding tabs.
The expecteation is that newly created panel to have the same properties like the original one.
There is no way to add tabs to the newly created panel afterwards. The panel Property editor does not allow to enable them.
Changes
The WebCenter Portal has been patched to 11.1.1.8.x
