Webcenter Spaces Custom Extension Shared Library is Ignored and TaskFlows Are Not Showing in Portal

Symptoms
When extend.spaces.webapp.war library is deployed from JDEV using new version as per documentation here, the new deployment is not used because when deleting the library from WLS Console, there is no message showing it is used.
Compared to the default library extend.spaces.webapp(11.1.1,11.1.1) , when this is tried to be removed, there is a message indicating this library is used.
Also, the extend spaces library is supposed to include references to custom libraries which has the new task flows. these task flows are not appearing in Portal.
