Some Node Manager Properties Cannot Be Set In WLST Offline

Symptoms
In WLS 12.1.3, when we try to use WLST to set some properties of the object NMProperties, the NodeManager/nodemanager.properties file is not updated. In WLS 12.1.2, the nodemanager.properties is rightly updated.
For example, with this sequence of updating these properties of the NMProperties object:
In WLS 12.1.2, all of the specified properties are set in the nodemanager.properties. In WLS 12.1.3, only the ListenPort property is set and the LogFile and the StartScriptName properties are not set.
