Symptoms

Oracle HTTP Server 12c (OHS 12.1.2.0.0) Oracle Access Manager 11g with 12c Webgate module, failed to connect to OAM after changing the security mode from OPEN to SIMPLE

Webgate log

 Restarting the OHS server after copying ObAccessClient.xml had no effect

Changes

 Changed the OAP communications mode from OPEN to SIMPLE
