Symptoms
In Import Server, some files will not import and returns an error "***Error***Error occurred in OIT ExOpenExport. Error Number: 4, Error: no filter available for this file type"

07/10/14 13:36:00 1106 Importing Folder / List File Provider batch M:\incoming\ODC\invoices\CDM\ Batch #1 into batch CDM0710144896089.
07/10/14 13:36:00 3116 Processing file [M:\incoming\ODC\invoices\CDM\JM1_2014-07-10_102050083_01.TIF].
07/10/14 13:36:00 1134 File is being processed with Outside In Technology.
07/10/14 13:36:00 1337 ***Error***Error occurred in OIT ExOpenExport. Error Number: 4, Error: no filter available for this file type
07/10/14 13:36:00 1116 No pages were added to the new batch. This batch will be removed.
07/10/14 13:36:00 1310 ***Error*** Error occurred during batch importing, import item M:\incoming\ODC\invoices\CDM\ Batch #1 did not import. Provider: Folder / List File Provider Job: Inv Prod CDM
On the next pass, the TIF file was imported without problems.
