Slow JDBC OCI Performance After Upgrading Oracle Client From 188.8.131.52 To 184.108.40.206

Flex 3.4 web application uses JDBC OCI (thick) 18.104.22.168 driver on a Linux server to connect to an 22.214.171.124 database.
The application uses a proxy account to connect from a database to the application by running dbms_session.setrole. After the upgrade of the Oracle Client from 126.96.36.199 to 188.8.131.52, the application experiences a massive slow down (response times in excess of five minutes).
