RCU 12c Fails With "Cannot Find the File javaw" - Unable to Find Java (Doc ID 1920314.1)

Starting the Repository Creation Utility (RCU) 12c will fail to start with the following error message looking for the Java SE installation:

Windows

<MW_HOME>\Oracle_Home\oracle_common\bin > rcu.bat

The system cannot find the file <MW_HOME>\ORACLE~1\ORACLE~1\jdk\jre\bin\javaw
Linux/UNIX

<MW_HOME>/Oracle_Home/oracle_common/bin/rcu

Unable to locate java at the following location: <MW_HOME>Oracle_Home/oracle_common/jdk/jre/bin/java
Please set the correct value for JAVA_HOME or ORACLE_HOME and try again.

This is a new Oracle Fusion Middleware 12c installation and a certified Java SE installation has been installed on the machine as required.

<JDK_HOME>\jdk1.7.0_21

Linux/UNIX
<JDK_HOME>/jdk1.7.0_21
