Symptoms
In a Japanese environment, unexpected error occurs when creating a new AMX page on JDeveloper 12c 12.1.3.0.0 + MAF 2.0.0.0.0.

To reproduce :
1. Create an application as "Mobile Application Framework Application"
2. Select "MAF AMX Page" from "New Gallery" dialog
3. Select the check boxes in Page Facets("Header", "Primary Action", "Secondary Action" and "Footer") several times.
