How To Enable Route Authentication In Oracle Traffic Director?

Oracle Traffic Director 18.104.22.168 provides "enable-route-auth" subcommand to enable the route authentication including HTTP basic authentication and client certificate based authentication. The document on http://docs.oracle.com/cd/E23389_01/doc.11116/e21037/enable-route-auth.htm has more details on this command. However this command is not working the way expected due to bug 19434901 and bug 16723429. Therefore It's impossible to configure route authentication either using the "tadm eanable-route-auth" command or the OTD admin console . How to workaround this?
