How To Enable Route Authentication In Oracle Traffic Director? (Doc ID 1922437.1)

Goal

Oracle Traffic Director 11.1.1.7 provides "enable-route-auth" subcommand to enable the route authentication including HTTP basic authentication and client certificate based authentication. The document on https://docs.oracle.com/cd/E23389_01/doc.11116/e21037/enable-route-auth.htm has more details on this command. However this command is not working the way expected due to bug 19434901 and bug 16723429. Therefore It's impossible to configure route authentication either using the "tadm eanable-route-auth" command or the OTD admin console . How to workaround this?
