Symptoms

SOA Server is starting in "Admin" state and soa-infra is not starting up due to the following error:

Failed to initialize the application 'soa-infra' due to error weblogic.application.ModuleException: Exception preparing module: EJBModule(hw_services_wls_ejb.jar)
